We see a child is totally "innocent" and so we simply cannot comprehend something in relation to this "innocent" child that people identify to unfair and that they don't deserve. We then draw the final outcome that several things must just happen randomly and so we make these children over to be victims of circumstances that happen to be completely out of their control. We can not see a kid who seems so physically incapable, because the capable creator that this child is. It feels preferable to us inside dis-empowered, fearful state of identifying with a young child as a victim, to shift to your space of anger also to place "blame" using the abuser rather than stay in that feeling of dis-empowerment.
